Ethereum adds EIP-7251 proposal to Pectra upgrade

EIP-7251 raises the ETH staking limit per validator (currently 32 ETH), unlocking potential for the validator network.

The implementation of EIP-7251 will depend on the meetings of the Ethereum Core Devs team.
