The Ha Nam People’s Committee has issued Decision 853/QD-UBND prohibiting Cienco4 from participating in bidding for 4 years starting from May 6, 2025, due to document forgery in the bidding for Package 11 of the Nam Cao University Construction Project. Cienco4 violated the 2023 Bidding Law. The project has a total investment of 556.94 billion VND, with Cienco4 winning the bid at 433.68 billion VND.
Cienco4 will not be allowed to engage in any public investment construction projects managed by Ha Nam province. The project aims to complete the connection of N1 and D1 roads in the Nam Cao University area to boost economic development in northern Phu Ly city. Cienco4 has participated in several large projects, including Quang Tri Airport, Long Thanh Airport, and Yen Xa Wastewater Treatment Plant.
