The U.S. House of Representatives incorporated the Anti-CBDC Surveillance Act into the National Defense Authorization Act on August 22, 2025. This act aims to prevent the Federal Reserve from directly issuing Central Bank Digital Currencies (CBDCs) to individuals, addressing privacy concerns.
The provision was passed narrowly by a vote of 219 to 210, led by House Majority Whip Tom Emmer. Emmer emphasized the significance of protecting personal financial privacy amid rising state surveillance risks associated with digital currencies.
While the Anti-CBDC measure has been adopted, major cryptocurrencies like Ethereum (ETH) and Bitcoin (BTC) remain unaffected in the immediate term. Meanwhile, countries like China continue to develop their CBDCs, showcasing different global monetary policy strategies.
