On October 15, 2025, Vingroup announced the development of social housing projects across 7 provinces and cities nationwide, planning nearly 50,000 apartments in Hung Yen, Hai Phong, Ho Chi Minh City, and Tay Ninh. The company is also constructing about 11,000 apartments in Hai Phong, Thanh Hoa, Quang Tri, and Khanh Hoa. Under the Happy Home brand, Vingroup aims to support the government’s strategy for social housing for low-income individuals by 2030. The Hai Phong project spans 28.14 hectares with 27 buildings providing 3,804 apartments, while the Thanh Hoa project covers nearly 9.2 hectares with 2,824 apartments. Quang Tri plans to sell 142 low-rise homes starting in November 2025. Vingroup is also developing a project in Khanh Hoa with 4,140 apartments. Mr. Nguyen Viet Quang stated the group is ready to launch more projects once goals are met. The Ministry of Construction has reported to the government recommending Vingroup and 17 other companies for the social housing development program.
